To our fellow Panglaoanons, business owners, tourism stakeholders, and members of the entertainment industry:
I have seen and heard the various comments and concerns regarding Executive Order No. 44, Series of 2026, particularly on the prescribed operating hours of bars, pubs, nightclubs, karaoke/videoke establishments, and similar entertainment establishments.
I understand these concerns. Panglao is a tourism municipality, and our businesses and entertainment establishments provide important livelihood and contribute to our local economy.
However, I would like to respectfully remind everyone that the Executive Order should be read and understood in its entirety.
In particular, Section 5 provides for exemptions in certain circumstances, including hotels and resorts serving registered guests, establishments with valid special permits for particular events, official government activities, and other circumstances authorized by law or ordinance.
More importantly, Section 9 provides for information and awareness activities and a reasonable compliance period before full enforcement.
This means that the intention is not to suddenly close establishments or immediately disrupt businesses without proper information and coordination.
We will first undertake the necessary information dissemination, provide establishments with copies of the Order, and allow a reasonable period for compliance and clarification.
I therefore ask everyone to understand the Order first, allow the proper process to take place, and avoid drawing conclusions before its implementation has begun.
Our goal is not to stop Panglao's tourism and entertainment industry. It is to find the proper balance between a vibrant business community and the peace, safety, and welfare of our residents and visitors.
We are listening, we are open to dialogue, and we will implement the Order responsibly and fairly.
