មន្ត្រីជាន់ខ្ពស់ក្រសួងការបរទេសកម្ពុជាជម្រាបជូនអ្នក រាយការណ៍ពិសេសអំពីស្ថានភាពនៅតាមបណ្តោយព្រំដែនកម្ពុជា-ថៃ រួមទាំងការរារាំងជនភៀសសឹកមិនឲ្យវិលត្រឡប់ទៅផ្ទះសម្បែងវិញ

យោងតាមការបង្ហោះផ្សាយរបស់ក្រសួងការបរទេសបានឲ្យដឹងថា នៅព្រឹកថ្ងៃទី២១ ខែកក្កដា ឆ្នាំ២០២៦ ឯកឧត្តម អ៊ិន តារា អនុរដ្ឋលេខាធិការនៃក្រសួងការបរទេសនិងសហប្រតិបត្តិការអន្តរជាតិ បានអនុញ្ញាតឱ្យលោក Thomas Andrews អ្នករាយការណ៍ពិសេសទទួលបន្ទុកស្ថានភាពសិទ្ធិមនុស្សនៅកម្ពុជាចូលជួបសម្តែងការគួរសម នៅទីស្តីការក្រសួង។
ឯកឧត្តមអនុរដ្ឋលេខាធិការ បានសម្តែងនូវអំណរសាទរយ៉ាងកក់ក្តៅដល់លោក Thomas Andrews ចំពោះការតែងតាំងរបស់លោកដោយក្រុមប្រឹក្សាសិទ្ធិមនុស្សរបស់អង្គការសហប្រជាជាតិជាអ្នករាយការណ៍ពិសេសទទួលបន្ទុកស្ថានភាពសិទ្ធិមនុស្សប្រចាំកម្ពុជានិងស្វាគមន៍ចំពោះទស្សនកិច្ចផ្លូវការលើកទី១របស់លោកមកកាន់ព្រះរាជាណាចក្រកម្ពុជាពីថ្ងៃទី២០ ដល់ថ្ងៃទី៣១ ខែកក្កដា ឆ្នាំ២០២៦។ ឯកឧត្តមបានបញ្ជាក់ពីទំនុកចិត្តថា ដំណើរទស្សនកិច្ចនេះនឹងពង្រឹងបន្ថែមទៀតនូវភាពជាដៃគូយូរអង្វែងនិងកិច្ចសន្ទនាប្រកបដោយស្មារតីស្ថាបនារវាងកម្ពុជានិងអាណត្តិរបស់អ្នករាយការណ៍ពិសេស។
ឯកឧត្តម បានបញ្ជាក់ពីការប្តេជ្ញាចិត្តរបស់រាជរដ្ឋាភិបាលកម្ពុជាក្នុងការការពារនិងលើកកម្ពស់សិទ្ធិមនុស្ស តាមរយៈការផ្តល់សច្ចាប័នចំពោះសន្ធិសញ្ញាសិទ្ធិមនុស្សអន្តរជាតិចំនួន៨ ក្នុងចំណោម៩និងបន្តប្រកាន់ខ្ជាប់នូវកាតព្វកិច្ចអន្តរជាតិរបស់ខ្លួន។ ឯកឧត្តម បានសង្កត់ធ្ងន់បន្ថែមទៀតថាកម្ពុជានៅតែជាប្រទេសមួយក្នុងចំណោមប្រទេសមួយចំនួនតូចប៉ុណ្ណោះដែលទទួលយកទាំងអាណត្តិអ្នករាយការណ៍ពិសេសប្រចាំប្រទេសនិងវត្តមានរបស់ការិយាល័យឧត្តមស្នងការអង្គការសហប្រជាជាតិទទួលបន្ទុកសិទ្ធិមនុស្ស (OHCHR) ចាប់តាំងពីឆ្នាំ១៩៩៣ មក ដែលវត្តមានការិយាល័យ OHCHR មានវ័យចំណាស់ជាងគេនៅលើពិភពលោកនេះឆ្លុះ បញ្ចាំងពីការប្តេជ្ញាចិត្តដ៏មុតមាំរបស់ព្រះរាជាណាចក្រកម្ពុជាចំពោះភាពបើកចំហ កិច្ចសន្ទនាបែបស្ថាបនានិងកិច្ចសហប្រតិបត្តិការផ្នែកបច្ចេកទេសជាមួយយន្តការសិទ្ធិមនុស្សរបស់អង្គការសហប្រជាជាតិ។
ភាគីទាំងពីរបានវាយតម្លៃខ្ពស់ចំពោះភាពជាដៃគូដ៏យូរអង្វែងប្រកបដោយលក្ខណៈស្ថាបនានិងការគោរពគ្នាទៅវិញទៅមករវាងកម្ពុជានិងអាណត្តិរបស់អ្នករាយការណ៍ពិសេសក្នុងរយៈពេលបីទសវត្សរ៍កន្លងមកនេះព្រមទាំងបានបញ្ជាក់ជាថ្មីនូវការប្តេជ្ញាចិត្តរួមគ្នាក្នុងការរក្សានូវកិច្ចសន្ទនាបើកចំហ ពង្រឹងកិច្ចសហប្រតិបត្តិការនិងជំរុញការលើកកម្ពស់និងការការពារសិទ្ធិមនុស្ស។
ឯកឧត្តម ក៏បានជម្រាបជូនអ្នករាយការណ៍ពិសេសអំពីស្ថានភាពនៅតាមបណ្តោយព្រំដែនកម្ពុជា-ថៃ រួមទាំងបញ្ហាប្រឈមផ្នែកមនុស្សធម៌ដែលប្រជាពលរដ្ឋកម្ពុជាត្រូវបានផ្លាស់ទីលំនៅនិងជួបឧបសគ្គរារាំងមិនអាចត្រឡប់ទៅលំនៅស្ថានវិញបានដោយសុវត្ថិភាពនិងសេចក្តីថ្លៃថ្នូរ។ ឯកឧត្តមបានស្វាគមន៍ចំពោះគម្រោងធ្វើទស្សនកិច្ចរបស់អ្នករាយការណ៍ពិសេសទៅកាន់តំបន់ព្រំដែនដែលរងផលប៉ះពាល់និងជំរំភៀសសឹកដើម្បីស្វែង យល់ដោយផ្ទាល់អំពីស្ថានភាពមនុស្សធម៌នៅទីនោះ។
លោក Andrews បានកោតសរសើរយ៉ាងខ្លាំងចំពោះវឌ្ឍនភាពនិងការអភិវឌ្ឍផ្នែកសេដ្ឋកិច្ច-សង្គមដ៏គួរឱ្យកត់សម្គាល់របស់កម្ពុជាហើយបានថ្លែងអំណរគុណដល់ក្រសួងការបរទេសនិងសហប្រតិបត្តិការអន្តរជាតិចំពោះការគាំទ្រនិងការជួយសម្របសម្រួលដ៏ល្អប្រសើរក្នុងការរៀបចំជំនួបរបស់លោកជាមួយថ្នាក់ដឹកនាំនិងក្រសួងស្ថាប័នពាក់ព័ន្ធនានា។
On the morning of 21 July 2026, H.E. In Dara, Under-Secretary of State of the Ministry of Foreign Affairs and International Cooperation, received a courtesy call from Mr. Thomas Andrews, United Nations Special Rapporteur on the situation of human rights in Cambodia, at the Ministry.
His Excellency the Under-Secretary of State warmly congratulated Mr. Thomas Andrews on his appointment by the United Nations Human Rights Council as the Special Rapporteur on the situation of human rights in Cambodia and welcomed his first official visit to the Kingdom from 20 to 31 July 2026. He expressed confidence that the visit would further strengthen the longstanding partnership and constructive dialogue between Cambodia and the Special Rapporteur’s mandate.
His Excellency the Under Secretary of State reaffirmed the Royal Government of Cambodia’s steadfast commitment to the promotion and protection of human rights, noting that Cambodia has ratified eight of the nine core international human rights treaties and continues to faithfully implement its international obligations. He further underscored that Cambodia remains among the very few countries hosting both a country-specific Special Rapporteur mandate and a field presence of the Office of the United Nations High Commissioner for Human Rights (OHCHR) since 1993—the oldest OHCHR field presence in the world—reflecting the Kingdom’s enduring commitment to openness, constructive dialogue and technical cooperation with the United Nations human rights mechanisms.
Both sides highly appreciated the longstanding, constructive and mutually respectful partnership between Cambodia and the Special Rapporteur’s mandate over the past three decades and reaffirmed their shared commitment to maintaining open dialogue, strengthening cooperation and advancing the promotion and protection of human rights.
His Excellency the Under Secretary of State also briefed the Special Rapporteur on the situation along the Cambodia–Thailand border, including the humanitarian challenges faced by displaced Cambodian civilians and the obstacles to their safe and dignified return. He welcomed the Special Rapporteur’s planned visits to the affected border areas and displacement sites to gain a firsthand understanding of the humanitarian situation.
Mr. Andrews highly commended Cambodia’s remarkable socio-economic progress and development and expressed his appreciation to the Ministry of Foreign Affairs and International Cooperation for its excellent coordination and support in facilitating his meetings with the leadership of relevant ministries and institutions.
