বাংলাদেশের বেশ কয়েকটি জেলায় আকস্মিক বন্যার বিষয়ে পূর্ব সতর্কতা থাকলেও যে মাত্রায় বন্যা হচ্ছে সে বিষয়ে প্রাথমিক সমীক্ষা ছিল না। এ ধরনের আকস্মিক ও প্রবল মাত্রার বন্যার জন্য প্রস্তুতি নেয়াটা 'কঠিন' বলে জানাচ্ছে সরকারের বন্যা পূর্বাভাস ও সতর্কীকরণ কেন্দ্র।
