Cecil Hailey, 73 year old black male who is about 5'11 and 160 pounds. He has tattoos on his right forearm and was wearing a teal shirt and jeans.

He was last seen on Bickett St. in Monroe this afternoon and left driving a 2024 blue Ford Edge (license plate of LMT-6242.)
