CIDG Files Additional Complaint vs. Norman Mangusin, 9 Others
The National Police Commission (NAPOLCOM) welcomed the filing of an additional criminal complaint by the Criminal Investigation and Detection Group (CIDG) against Norman Mangusin, aka "Francis Leo Marcos," Edmund Soner Sarana and 8 others for alleged violation of Republic Act No. 11917, or the Private Security Services Industry Act.
The complaint, filed before the Office of the City Prosecutor in Quezon City on May 19, 2026, involves the alleged practice of the private security profession without a valid License to Exercise Security Profession (LESP).
The case stemmed from the continuing investigation conducted by CIDG, in coordination with the PNP Supervisory Office for Security and Investigation Agencies (SOSIA), following earlier findings involving alleged unauthorized security operations linked to Mangusin.
Prior to this, NAPOLCOM coordinated closely with CIDG regarding Mangusin’s unauthorized use of police uniform, alleged use of multiple identities and identification documents, and reports involving unauthorized security personnel.
Mangusin was earlier presented by NAPOLCOM and CIDG following his arrest over twelve (12) counts of Cyber-Related Unjust Vexation under the Cybercrime Prevention Act of 2012.
NAPOLCOM Commissioner Ralph Calinisan said the filing of additional charges reflects the government’s firm resolve to protect institutional integrity and enforce accountability.
“Hindi maaaring gamitin o abusuhin ang pangalan, uniporme, at sistema ng pamahalaan para manlinlang ng publiko. Kapag may paglabag sa batas at may pananagutan, kikilos ang gobyerno. Walang puwang ang pagpapanggap at iligal na operasyon sa ilalim ng batas,” Commissioner Calinisan said.
He added that NAPOLCOM will continue coordinating with CIDG, SOSIA, and other government agencies to ensure the proper investigation and prosecution of all related violations.
